What does Paul mean by "from faith to faith"?

In Romans 1:17, Paul says:

For the righteousness of God is revealed in the gospel from faith to faith, just as it is written, "The righteous by faith will live."

What does he mean by from faith to faith?

"The righteous will live by faith" is a quote from Hab 2:4 and Paul seems to use the quote to support the statement "from faith to faith". 

So, what did Habakkuk mean when he said the righteous will live by faith? Habakkuk lived in a time running up to the captivity of Jerusalem. A time of lawlessness and injustice. Habakkuk was lamenting God's inaction in the face of it. Was God being just by allowing corruption to prosper? God answered Habakkuk by explaining that Habakkuk simply does not know God's plan. Corruption will be punished but those who are righteous will live by faith. Paul is also in a time when God's plan is being questioned. One of the issues covered in Romans is God's relationship to the Jews and this may be part of Paul's apologetic of God's dealings with the Jews - that those who are righteous will trust God in these and all matters. 

God's faithfulness to us (from faith) can be trusted (to faith). The righteous will live by trusting in God. This has implications for salvation (confidence in the gospel of Christ) as well as righteous living.
